국가기반시설 보호계획 수립지침 개선방안

Improvement Proposals for the Guidelines for the National Infrastructure Protection Plan

행정안전부에서는 국가기반시설에 대한 최소한의 기능연속성 유지를 위해 관리주체별로 국가기반시설 보호계획을 수립하도록 수립지침을 통해 세부 사항을 규정하고 있다. 관리주체는 이를 기준으로 재난이 발생한 경우 핵심 기능, 시설 등 기능 연속성을 유지하고, 국민의 안전 확보 및 피해 최소화를 위한 기관별 국가기반시설 보호계획을 수립하고 있다. 하지만 현 국가기반시설 보호계획 수립지침의 경우 제시되어 있는 기준이 국가기반체계 보호활동에 대한 공통사항 위주로 구성되어 분야별 특성이 반영된 올바른 가이드라인을 제시하지 못하고 있다. 또한 위험성 및 영향력 분석 등 위험평가 절차가 개념적으로 제시되어 있어, 시설물 특성을 감안한 평가가 미흡하거나, 일부 기관에서는 형식적으로 수행되는 경우가 있다. 따라서 본 연구는 국가기반시설 보호계획 작성현황을 분석하여 공통적으로 나타나는 문제점을 도출하고, 선진외국의 사례연구를 통해 국가기반시설 보호계획 수립지침 상의 취약항목 개선에 필요한 방안을 제시한다.

To maintain a minimum functional continuity of the national infrastructure, the Ministry of the Interior and Safety provides detailed guidelines for the establishment of a national infrastructure protection plan for each management agency. Subsequently, the management agencies must establish an institutional plan to protect the national infrastructure, to maintain the continuity of functions such as core functions and facilities in case of a disaster, and to secure the safety of people and minimize damage. However, the proposed standards for the guidelines for the National Infrastructure Protection Plan are based on common issues related to the protection of the national infrastructure system that fail to provide the correct guidelines, which reflect the characteristics of each sector. In addition, as the risk assessment procedures such as risk and impact analysis are conceptually presented, an evaluation based on the characteristics of the facilities is insufficient; in some agencies, it is performed perfunctorily. Therefore, this study analyzes the present state of the National Infrastructure Protection Plans, demonstrates the common problems, and suggests ways to improve the vulnerable parts of the guidelines for the National Infrastructure Protection Plan using case studies of advanced foreign countries.
