Study on Policies Enhancing ICT Competitiveness of SMEs in APEC: Implication sfor Human Resource Development

This paper discusses the policies and experiences of the Korean government to provide a best practice for APEC member economies in need of developing their ICT sectors. Korea confronted challenges and responded with a well-coordinated program to assist SMEs in the ICT sector. We make recommendations for APEC member economies based on Korean experiences. The fi education in universities by developing strong R&D programs with an emphasis on ICTs focusing on developing engineers conversant in management and vice versa. The second implement programs in which universities and industry can collaborate that emphasize convergence between ICTs and areas such as the healthcare and biomedical sectors. The Korean government recently began launching R&D projects for ICT networks in areas that could contribute significantly to final recommendation is to assist in the provision of extensive and in employees in domestic ICT firms.
