This study analyzed the factors that impeded the operation of the Techno-Park organization through the survey on the members of the Techno-Park, which was a core regional innovation intermediary agency. According to the results of the analysis, several important barriers are identified as follows: ‘intervention of local government’; ‘difficulty of government business due to increase of similar institutions’; ‘lack of stable financial resources’; ‘difficulty in diversification of income and profit model’; ‘insufficient self-income’; and ‘intervention by central government’. These barriers are probably due to a strong dependence on the entrusted projects of central and regional governments, the difficulty of securing full-time employees, and the strong legal involvement of the central government. In addition, regional specialized centers of the Techno-Park have been incorporated to the Techno-Park Foundation, but the integrated management is not likely to be efficient. Consequently, it is necessary to expand the ratio of full-time employees, to raise stable financial resources through the support of central and regional governments, to reduce the influence of central and regional governments, and to expand financial support for integrated personnel management, especially for the regional specialized centers.
