방만경영의 관점에서 본 지방자치단체의 파산과 그 시사점* - 일본의 夕張市의 재정파산 사례 -

Fiscal Crisis of Local Government from the Perspective of Reckless Management and its Implications - A Case Study of Yubari of Japan -

본 논문은 저출산․고령화와 생산연령인구의 감소가 급격히 진행되고, 지방자치단체의 방만 경영과 그에 따른 후유증이 논란이 되고 있는 것에서 몰락한 일본의 유우바리시의 재정 파산의 원인과 그 영향을 확인하면서 이에 대한 해법을 탐색한다. 논문에서는 10여년이 지난 현재의 유우바리시의 현황을 추적하여 우리나라 지자체와의 행정․환경적 유사성이 많다고 인식되는 부분에 대한 세부적 원인 등을 분리하여 분석하는 것에 중점을 둔다. 특히 유우바리시가 재정파산에 빠진 원인을 지역산업진흥을 위한 투자실패와 그에 따른 회계 부정을 중심으로 전개된 방만 경영의 관점에서 고찰한 후 우리나라 지자체가 참고로 할 수있는 시사점을 발견한다.

This paper finds out the causes of Yubari’s fiscal crisis and its impact by focusing on hidden accounting fraud and unsuccessful public investment. The city declared bankruptcy in 2006 when its debt was large enough to have a nationwide impact. The causes were provoked by various and complicated factors. Of which, this paper particularly focuses on accounting fraud and public investment that was soared in the unsuccessful projects to attract tourism. Also, this paper notes that for all practical purposes local governments of Korea may do the similar act as Yubari did because Korean law does not allow for local government bankruptcies. By sophisticating the consequences of financial collapse of Yubari, this article provides not only some useful lessons but also a case study for Korea’s local governments facing similar challenges.
