개발도상국에 대한 기술표준 역량 강화의 UN 지속가능개발목표 기여에 대한 연구

Contributes of Technology Standard Capacity Building for Developing Countries on UN SDGs

UN의 기존 새천년개발목표가 인도주의적인 관점을 중심으로 구성되어 있는 반면 최근 제시된 지속가능개발목표는 개도국의 산업발전과 경제성장에 초점을 맞추고 있다. 한국은 2010년 OECD 개발협력위원회(DAC) 회원국 지위를 획득하면서 해외 지원의 수원국에서 공여국이 된 최초의 국가가 되었으며 최근 한국은 성공적인 경제 발전 경험을 바탕으로 개도국을 대상으로 표준체계구축, 시험․인증 인프라 고도화 등으로 구성되는 기술표준 관련 공적개발원조(ODA)를 점차 활발하게 진행하고 있다. 기술표준 관련 ODA는 무역을 위한 원조와 개도국의 무역 증대 및 경제성장을 목표로 한다는 점에서 UN의 지속가능개발목표에 상당히 기여하고 있다. 본 연구는 UN지속가능개발목표의 원활한 이행을 위하여 기술표준 관련 ODA를 어떻게 활용할 수 있을지, 그리고 기술표준 관련 ODA가 개도국의 성장에 어떻게 기여하는지를 일반형태분석법(GMA)을 활용하여 살펴보았다. OECD DAC 회원국 중 표준 관련 ODA 지원 규모가 큰 미국, EU, 일본, 한국 등 총 4개 공여 주체의 기술표준 관련 ODA를 대상으로 분석을 진행한 결과 표준 관련 ODA가 갖는 핵심 요소와 공여 주체별로 차별화되는 특성을 확인할 수 있었다. 본 연구는 이를 바탕으로 UN 지속가능개발목표가 지향하는 개도국의 무역 확대와 경제 성장에 크게 기여할 수 있도록 한국의 표준 관련 ODA가 나아가야 할 방향을 제시하였다.

UN sustainable development goals (SDGs) are subsequent targets of the UN millennium development goals (MDGs). UN MDGs have been based on humanitarian perspective. On the other hand, UN SDGs are focusing on industry development and economic growth of developing countries. In 2010, Korea became the first member of OECD DAC from one of recipient countries. Korea conducts ODA based on Korea’s experiences in economic development. Recently Korea actively proceeds standards related ODA, including development of national standards system, and enhancement of testing and certification infrastructure, etc. The standards related ODA and aid for trade are closely related with each other, considering that they target trade increase and economic growth of developing countries. In this study, we used the morphological boxe methodology to analyze standards related ODA with respect to its contribution to growth of developing countries and its utilization for smooth implementation of UN SDGs. We analyzed four major donor countries in standards related ODA among OECD DAC members, including United States of America, European Union, Japan, and Korea. Our analysis results showed core attributes of standards related ODA and differentiation factors among donor countries. In this study, we suggested future direction for Korea’s standards related ODA based on the analysis results, which nurtures strength and supplements to limitations of current Korean standards related ODA in order to contribute to trade expansion and economic growth of developing countries.
