유아교육과 보육 통합 관점에서의 적정 정부지출규모 연구

A study on the efficient government sending of early childhood education and childcare from an integrated viewpoints

사회·경제적 발전의 밑바탕인 유아교육과 보육에 대한 정부지출은 점차 늘어나고, 지원범위를 확대하고 있다. 한편, 유아교육과 보육은 서로 상호보완적인 관계를 지니고 있으며, 국가에서는 유아교육과 보육을 구분하여 예산을 집행하고 있는 실정이다. 이러한 상황에서 유아교육과 보육에 대한 정부지출 규모는 개별적으로 살펴보는 것이 아니라, 통합적 관점에서 적정 정부지출규모 수준을 산출하여 보다 효율적인 유아교육 및 보육재정 규모를 판단하는 것이 필요하다. 따라서 본 연구에서는 통합 관점에서 유아교육과 보육의 적정 정부지출규모를 산출하는 것을 목적으로 한다. 분석을 위해 OECD 국가에 대한 유아교육 및 보육지출 규모 자료와 경제학적 모형을 이용하여 적정 정부지출규모를 분석하였다. 분석 1) 경제성장 대비 적정 유아교육 및 보육지출 규모 관점과 2) OECD 국가수준 대비 적정 재정규모 관점에서 수행하였다. 분석결과, 1) 유아교육 및 보육 지출과 경제성장은 1차적인 선형 관계가 있는 것으로 나타났고, 2) OECD 국가와 비교하여 적정 규모는 2016년 기준으로 6.9%인 것으로 산출되었다. 본 연구는 통합적 관점에서 유아교육과 보육에 대한 적정 정부지출 규모를 산정하는 연구로서 정부재정규모 산정에 유용한 정보를 제공하며, 나아가 유아교육 및 보육예산 관련 정책 수립에 필요한 기초자료를 제공할 수 있을 것으로 기대한다.

Early childhood education and child care is a fundamental element of social and economic development. Governments are increasing government spending and expanding support for early childhood education and childcare. On the other hand, early childhood education and childcare have mutually complementary relations, and in the country, budget is implemented separately from early childhood education and child care. In this situation, it is necessary to judge the efficiency of early childhood education and childcare by calculating the level of appropriate government expenditure from an integrated point of view, rather than individually examining the size of government expenditure on early childhood education and child care. Therefore, this study aims to calculate the appropriate government expenditure of early childhood education and childcare from an integrated point of view. For analysis, we analyzed the effect of government expenditure of early childhood education and child care on economic growth by using OECD data. As a result, it is found that there is a linear relationship between early childhood education/child care expenditure and economic growth. The proportion of the efficient government expenditure for early childhood education and childcare compared to OECD is estimated to be 6.9% in 2016. This study provides appropriateness of government expenditure for early childhood education and child care from an integrated viewpoint. The results of this study is useful for establishing the government policies related to early childhood education and childcare budgets.
