사회문제 해결형 연구개발사업의 인증 활동 특성: 사례 연구

A Study on the Characteristics of Certification Activities in Social Problem Solving R&D

사회문제 해결형 연구개발사업은 기존 사업과 달리 최종 사용자와 시민사회 조직의 참여와 같은 새로운 방식이 필요하다. 이 연구는 사례연구를 통해 사회문제 해결형 연구개발사업의 인증 활동 특성을 파악하고 정책 과제를 제시한다. 분석을 통해 도출된 특성은 다음과 같다: 1) 리빙랩 방식이 도입되어 사용자 관점의 인증․표준 요소가 발굴․학습된다, 2) 개발되는 기술은 새로운제품인 경우가 많기 때문에 제품 범주의 인정과 관련된 정당성 제고 활동이 이루어진다, 3) 법․ 제도를 개선해서 시장 형성과 범주 획득 작업이 전개된다. 4) 그리고 이런 활동을 촉진하기 위해 네트워크 형성 작업이 활성화되어야 한다. 이를 촉진하기 위해 사회문제 해결형 연구개발 특성에 부합되는 인증․표준 플랫폼 구축과 같은 노력이 정책적으로 요청된다.

This study identifies characteristics of certification activities of social problem solving R & D projects and presents policy issues through case studies. Thederived characteristics are as follows: 1) The living lab method is introduced, and certification and standard elements of the user perspective are discoveredand learned. 2) Since the developed technology is often a new product,justification activities related to recognition of product category are made and 3) in connection with this, the improvement of the legal system going on for the development of the market and the acquisition of the category. 4) Networking should be activated to facilitate these activities. To promote these activities, certification and standard platforms and R & D activities that meet the characteristics of social problem-solving type are required.
