지속가능개발목표와 관광: 아세안관광표준 내용 분석을 통해 본 표준의 역할

Sustainable development goals and tourism : Role of this standard through analysis of ASEAN tourism standards content

2015년 UN 정상회의에서 채택된 바 있는 지속가능발전목표(Sustainable Development Goals, SDGs)는 관광이 개발도상국의 지속가능한 발전 달성에 기여할 주요한 분야임을 새롭게 강조하고 있다. 기존의 연구는 특히 이론적 개념으로서 지속가능성을 어떻게 관광 산업에 참여하는 다양한 이해관계자들의 시각에서 실질적으로 적용될 수 있도록 할 것인가의 문제를 핵심적으로 지적하였다. 이 연구는 이 같은 간극을 메우기 위한 기제로 관광 표준화에 주목하였다. 특히 관광 목적지로서 개발도상국이 그 대부분을 차지하는 아세안의 지역 표준화 이니셔티브인 아세안 관광 표준의 개발 배경과 그 주요 내용을 질적 내용 분석을 통해 검토하여 아세안의 지역 관광표준이 지속가능성의 세 축인 환경 보전, 경제 성장, 사회 개발을 중심으로 어떻게 지속가능관광을 개념화하고 있으며, 지속가능발전 목표의 달성과 연결되고 있는지를 분석하였다. 분석 결과, 아세안관광표준은 환경, 경제적 지속가능성과 사회개발 측면의 영향력을 모두 포함하여 관광 목적지로서 아세안 지역의 이해를 반영한 지역 차원의 개발 전략으로 이해되고 있음을 확인하였다. 또한, 개발도상지역으로서 환경, 안전 관련 제도의 규범 체계가 비교적 약한 아세안 지역 국가들에 규제 측면의 가이드라인을 제시해 주는 역할 역시 수행하고 있었다. 그러나 운영에 있어서는 아세안 차원의 표준화 및 표준 조화를 담당하고 있는 조직 체계와의 접점이 없이 관광 분야를 중심으로 추진되어, 실행 차원의 효율성을 확보하기 위한 노력이 필요할 것으로 보인다.

UN Sustainable Development Goals (SDGs) emphasize tourism as a pathway for sustainable development in developing countries. Existing literature questions how to operationalize the theoretical concept of sustainability in the tourism practice, which involves a diverse range of stakeholders with varying priorities. This study focuses on tourism standards as a mechanism to fill this gap, and analyzes the ASEAN Tourism Standards, an initiative formed and led by the ASEAN where 8 of its 10 members are developing countries. Using a qualitative content analysis, this study explores how ASEAN, a developing region, conceptualizes the sustainable tourism in light of the three pillars of the SDGs, environmental sustainability, economic development, and social development. The result shows that the ASEAN Tourism Standards are promoted as a regional development strategy covering all three pillars of the SDGs, reflecting the interests of ASEAN member countries as major tourism destinations. Moreover, the ASEAN Tourism Standards supplement the relatively weak regulatory systems in ASEAN member countries in areas of environmental sustainability and safety of tourism. However, the ASEAN Tourism Standards currently have limited collaboration channels outside of the ASEAN tourism sector, and need further ASEAN-level institutional support for its effective implementation.
