원조정보 국제표준의 형성과 유엔지속가능발전목표 이행을 위한 표준의 역할

Social Shaping of Aid Information Standard: The Role of International Aid Transparency Initiative in the UN Sustainable Development Goals

본 연구는 국제개발협력과 표준 연구의 교차점에서, ‘원조정보(aid information) 국제표준’의 형성과정을 분석, 그 역할과 과제를 논의한다. 2000년대 들어 네 차례 열린 ‘원조효과성을 위한 고위급회담(High Level Forum on Aid Effectiveness)’을 중심으로 원조정보공개 표준에 대한 중요성이 대두되어 왔다. 본고는 그러한 국제사회의 노력의 일환으로 등장한 국제원조투명성이니셔티브(IATI, International Aid Transparency Initiative) 표준에 대한 사례분석을 진행, 국제개발협력에서 다양한 행위자 간의 상호작용을 통해 표준이 출현, 확산, 도입되는 과정을 기술의 사회적형성관점과 제도주의 관점에서 재구성할 것이다. 특히 2015년 시작된 유엔 지속가능발전목표(SDGs, Sustainable Development Goals)에 대한 준비 및 이행 과정을 거치며, IATI 표준이 어떻게 SDGs를 반영하고 조정되어 왔는지에도 초점을 맞추고자 한다. 이를 통해, 다양한 이해관계자가 참여하는 표준화 과정의 정치형성적 본질을 재확인 할 것이다. 아울러 현재 진행 중인 SDGs이행을 위한 원조정보공개 국제표준의 역할을 논의함에 있어 1) 기술적 접근법에 비해 사회정치적 논의가 부족했다는 점 2) 이 과정에서 상대적으로 수원국의 관점이 소외되었다는 점을 과제로 지적하며, 실천적 함의를 도출하는 데에도 본고의 의의가 있다.

This study attempts to conceptualize international aid information standard as a set of socio-technical domains where politico-economic and institutional interests of diverse actors in the field of aid inevitably collide. It explores the origin of aid information standard and institutional factors that have shaped its development. Building on the social shaping of technology perspective and the concept of institutional isomorphism, this study conducts an interpretive case study of the International Aid Transparency Initiative (IATI). Findings based on its historical overview of IATI standard identify three stages of development – emergence, diffusion and re-shaping process after the establishment of UN Sustainable Development Goals. This study explores the actors involved in this shaping process in the field of international development and reconfirms the socio-political nature of standard. In addition, findings suggest that technical discussion and top-down approach has been predominant in the process of shaping IATI. Having presented the implications and reflecting on the limitations, this study also highlights areas for future research in the intersection between development studies and standard studies.
