대학주도 고등교육 혁신 ODA 사업 사례 분석: 스웨덴, 독일, 일본을 중심으로

The Case Studies on University Leading Higher Education Reform ODA Projects: Sweden, Germany, and Japan

연구목적: 본 연구는 이러한 경향을 반영한 대표적인 ODA 사업유형으로서 대학이 주도하여 수행하는 고등교육 ODA 정책 사업의 전략과 효과를 분석하는데 목적을 두었다. 연구의 중요성: 대학주도 고등교육 혁신 기반의 ODA 정책사업 선진 사례들의 특징과 의의는 국내 대학주도 민관협력 고등교육 ODA 사업(예: 국제협력 선도대학 육성ㆍ지원사업)의 사업유형과 평가방식 등을 개선하는 데 기여할 것이다. 연구방법론: 연구 사례로는 스웨덴-모잠비크, 독일-카메룬, 일본-인도네시아의 고등교육 ODA 사업이 대학이 주도하고 학과개설 및 교육과정 개편의 교육혁신을 핵심 내용으로 하는 사례로 분석되었다. 연구결과: 첫째, 사업 수행 전 단계에서 수원국 대학의 역량 파악이 중요하며, 이중 수원국 교육제도 및 자격증 인ㆍ허가제에 대한 이해가 토대가 되었다. 둘째, 교육과정 및 학과개설을 중심으로 하는 ODA 사업의 경우, 수원국 현지 인력양성에 초점을 두는 것이 중요하다. 이는 해당 전공 졸업생과 진로 진출을 염두에 두고 장기적 목표를 세우는 데 초점을 맞추는 분석대상 사례에서 공통적으로 발견되었다. 마지막으로, 고등교육 혁신을 통한 사업들은 직업훈련 분야 ODA와는 달리 장기적 관점에서 수원국 현지 교수인력 양성 및 연구자 양성으로 이어지는 중장기 사업이나 후속 사업 등으로 기획되는 경우가 많았다. 결론 및 시사점: 연구에서 분석한 스웨덴, 독일, 일본의 사례는 모두 민관협력과 지속가능성에 초점을 맞춘 사업이 증가함을 반영하였고, 특히 사업 수행 전과 후의 현지 역량 강화에 초점을 맞추고 있었다.

Objectives: The purpose of this study is to analyze the strategies and effects of ODA policy projects led by universities as a representative type of ODA project reflecting this tendency. Originality: In the analysis of the contents of the project, the evaluation system, and the governance system, are the precedents for successful higher education reform ODA projects in terms of its effect and meaning. Methods: This study is case study on the selected ODA project; Sweden-Mozambique, Germany-Cameroon, and Japan-Indonesia cooperation practices. Results: First, in the case of ODA projects focusing on curriculum and department opening, it is important to focus on cultivating local manpower. This was commonly found in the analysis cases that focus on establishing long-term goals with the graduates and career advancement in mind. Second, it is important to understand the competence of the recipient university. Understanding of the educational system and licensing and licensing system of the recipient country is the basis. Lastly, projects through higher education reforms are based on long-term and extended projects (vocational training and graduate incubation) leading to bearing native professors and researchers in the recipient country. Conclusions and Implication: The characteristics and significance of ODA policy projects based on university leading higher education innovation derived can be applied to Korea’s ODA policy projects run and driven by university, such as The Leading University Project for International Cooperation(LUPIC).
