통일방식에 따른 북한국토정보조사 방법론 연구

A Study on the Methodology of North Korean Land Information Research by Unification Method

1990년대 들어 공산주의 체제가 점차 붕괴되면서 세계는 탈냉전 시대로 접어들고 있지만 한국은 여전히 체제 대결을 기반으로 한 분단국가로 남다. 약 70년 이상의 장기간에 걸친 분단기간 동안 남북의 정치･경제･사회･문화 시스템 등 전 영역에서의 이질화는 점차 심화되어 왔다. 이에 따라 통일후 한반도 공동체의 형성을 위해서는 남북한 사회 통합의 관점에서 발생가능한 문제점을 탐색하고 이에 대한 대비방안을 마련하는 등 치밀하고도 심도 있는 사전준비를 필요로 한다. 이를 위해 현 정부는 통일 관련 기관의 협력 체제를 기초로 통일 역량을 강화하기 위한 다양한 노력을 경주하고 있다. 이러한 상황에서 지적 기반 공간정보분야 역시 통일을 대비해 북한 국토정보시스템의 구축에 관한 사전 준비를 필요로 할 것으로 생각된다. 이러한 관점에서 본 연구는 북한의 국토정보조사 방법의 기본 모델을 제시하고자 한다. 이러한 북한 국토정보체계의 구축을 위한 기본모델은 통일한 한국의 국가형태가 어떠한 형태로 구성되느냐에 따라 북한지역의 토지제도에 차이가 발생할 여지가 있고, 또한 토지제도의 차이는 국토정보구축의 방법론에도 영향을 미칠 수 있다. 따라서 통일한국의 국가형태로 예측될 수 있는 단일 국가, 연방국가 및 국가연합 각각을 상정하고 이에 대한 토지제도 및 국토정보조사 방법을 모두 살펴보는 것이 필요하지만, 이는 본고의 범위를 넘는 매우 광범위한 고찰을 필요로 한다. 이에 따라 본 연구에서는 2000년 615 선언에서 남과 북이 “남측의 연합제안과 북측의 낮은 단계의 연방제안이 서로 공통성이 있다.”고 합의한 사실을 기초로 현재로서는 국가연합을 거친 연방제로의 통일이나 또는 직접 연방제로의 통일이 가장 현실성 있는 통일방안이라고 판단하고, 여러 국가형태 중 연방제안을 중심으로 북한지역의 점진적 자본주의 토지제도로의 전환방안과 이를 실현하기 위한 국토정보조사방안을 고찰하고자 한다.

With the collapse of the communist system in the 1990s, the world is entering the era of the post-Cold War era, but unfortunately Korea still remains a divided nation based on the system confrontation. In addition, after a long period of different political and economic systems, it is very difficult to form a community life after unification as well as the unification itself. Therefore, it is necessary to widen the political and economic integration problems that may arise after the reunification and to search for various problems from the perspective of social integration of North and South. To this end, the current government is focusing on preparing for actual unification, which emphasizes strengthening the cooperative system of unification related organizations to strengthen the capacity for unification. Accordingly, Korea National Territorial Information Corporation, which has expertise in the field of geospatial information based on cadastral maps, has a role to play a central role in establishing the North Korean land information system centered on information based on intelligence based on reunification. In other words, when the unified Korea comes, North Korea’s land information system should be established as a precondition for establishing the land system of North Korea and developing the North Korean territory. Therefore, it is expected that the Korea National Land Information Authority (KNHC), which possesses specialized expertise, will play a central role. In this context, this study aims to establish a basic model for the establishment of spatial information system in North Korea and to establish a basic plan for the construction of the North Korean land information system that establishes the process to realize it. The purpose of this study is to establish a basic plan for the intellectual investigation and the survey of land information in North Korea as a precondition for establishing the land system of unified Korea.
