경제성장과 지역균형발전의 정책방향

Policy Direction of Economic Growth and Balanced Regional Development

본 연구에서는 지역균형발전과 연계된 경제성장의 개선방향을 정책적 측면을 중심으로 알아 보았다. 먼저 경제성장의 경우 세계적으로나 국가적으로나 3% 전후의 낮은 성장률이 일상적인 상황이 되고 있으며 지금까지 경제성장의 혜택이 상대적으로 저소득층에게 미흡했음을 보여주고 있다. 다음으로 지역별 경제력격차의 경우 2003년에 비해서 2015년에 지역간 경제력 격차가 감소하고 수도권과 지방간의 경제력의 변화는 비교적 안정화되었으나 중부경제권에 비해서 남부경제권의 경제력비중이 줄어드는 것으로 나타나고 있다. 경제성장과 균형발전정책의 방향설정은 지속 가능한 경제성장과 지역균형발전에 핵심적인 과제들을 해결하는 방향으로 설정하는 것이 바람직하다. 첫째, 청년층을 중심으로한 적정규모의 생산가능인구(15세-64세)의 확보, 둘째, 수요확대를 위해서 중산층이하의 소득계층에 대한 소득확대 및 해외지역별 수출의 적정비율유지, 셋째, 지속 가능한 일자리 확보를 위해서 일자리 예산의 단계적인 증가 및 효과가 높은 고용서비스에 대한 예산투입을 우선순위로 질적 미스매 치의 해소, 넷째, 일정규모이상의 생산과 수요가 안정적으로 이루어지는 경쟁력있는 경제생태계의 형성 및 이를 위한 남부경제권의 지속가능한 경제생태계로의 성장 지원정책 등이 바람직 하다.

In this paper, we studied the direction of improvement of economic growth related with balanced regional development based on the policy aspect. First, in the case of economic growth, low growth rates around 3% are becoming common both globally and nationally, and the benefits of economic growth have been relatively insufficient for low-income groups so far. Next, the regional economy disparity has decreased after the implementation of the regional balanced development policy. For 12 years between 2003 and 2015, regional economy disparity between the metropolitan local governments has stabilized relatively, but the proportion of the southern regional economy has decreased compared to the central regional economy. It is desirable to set the direction of economic growth and balanced development policy in the direction of solving the factors that hinder sustainable economic growth and balanced regional development nationally and locally. First, since creative human resources are key elements in the knowledge-based society, it is necessary for the national and regional governments to secure a suitable productive population (15-64 years old) centered on the young people. Second, in order to expand demand, it is necessary to increase income for the income class below the middle class in Korea, and it is necessary to examine the appropriate ratio of exports by countries. Third, in order to secure sustainable jobs, it is necessary to gradually increase the ratio of job budgets, and it is necessary to eliminate qualitative mismatches with priority to budget input for employment services with high job creation effect. Fourth, in order for the virtuous cycle of economic growth and income distribution to be sustainable nationwide, it is necessary to form a competitive economic ecosystem in southern regional economy.
