이 연구의 목적은 현재 우리 군의 성범죄현황 및 대책과 그 문제점을 확인하고 이에 대한 개선방안을 제시하는 것이다. 이를 위해 공식통계와 선행연구, 언론보도 등에서 군 내 성범죄 예방 및 대응방안의 문제점을 확인하고, 미국의 성범죄 전담기구인 SAPRO 조직과 성범죄 예방 및 대응을 위한 프로그램을 바탕으로 우리 군의 성범죄 예방 및 대응방안에 대한 정책적 제언을 다음과 같이 제시하였다. 첫째, 범죄예방 전담기구 신설, 둘째, 성범죄 예방 시스템 구축, 셋째, 성범죄 피해자 보호 시스템 마련, 넷째, 성범죄 근절을 위한 문화조성 방안이다. 이 연구는 군 조직의 특성상 연구에 활용한 자료가 제한적이라는 연구의 한계를 지니지만, 최근 군 내 성범죄에 대한 심각성이 사회적으로 대두되는 시기에 그 문제의 원인을 파악하고 해결을 위한 개선방안을 제시하였다는 점에서 시의성 을 지니는 연구이며, 향후 군 내 성범죄 관련 연구에 초석이 되는 연구로서의 의의를 지닌다.
The purpose of this study is to identify the current status and measures of sexual assaults in the Korean military and to suggest countermeasures to solve them. For this purpose, we confirmed the problems of prevention and countermeasures for sexual assaults in the Korean military in official statistics, related research, and media reports. Focusing on the SAPRO and programs, which exclusively deals with US military s sexual assault, we present policy recommendations for the overall sexual assault prevention measures of Korean military. First, the establishment of an organization dedicated to the prevention of crime, second, the establishment of sexual assault prevention system, third, the establishment of a system to protect victims of sexual assault, finally, the fourth suggests a method of creating a culture for eradicating sexual assaults. This study has limitation in that the data used for this research are limited due to the military confidentiality. Despite these limitations, this study is a timely study in that it suggests ways to improve sexual assault in the military when the seriousness of sex offenses in the military is being discussed. In addition, this study is worthy of study as a cornerstone of policies related to sexual assault in the Korean military.
