범죄 예측의 현재와 미래

Current and Future of Crime Prediction - Improvement of Korean Crime Prediction System -

범죄예측은 제한된 치안 자원을 효과적으로 사용하기 위한 한 가지 방법이다. 예측적 경찰활동이라는 치안 패러다임의 확립 및 치안수요의 변화, 그리고 빅데이터와 인공지능 등 데이터 처리 기술의 발전에 힘입어 범죄예측 기술은 점점 정교화 되고 있다. 본 연구는 최근의 과학적인 범죄예측 시스템의 국내외 사례와 발전 현황을 소개하고 그 원리와 한계를 확인한 후, 국내의 범죄예측 시스템을 중심으로 개선 방법을 찾기 위해 수행되었다. 선진국에서는 범죄 발생률이 높은 대도시를 중심으로 범죄예측 시스템을 도입함으로써 가시적인 효과를 보았고, 국가와 도시의 여건에 따라 다양한 형태로 운영되고 있다. 국내에서도 경찰을 중심으로 범죄예측 기술이 이미 도입․적용되고 있지만 국내 실정에 맞는 범죄예측을 위해서는 예측요인의 선정, 데이터의 수집, 알고리즘 구성, 결과의 표출 방법, 현장과의 연계 등 전반적인 개선이 요구되는 실정이다. 범죄예측 방식의 개선을 위해서는 단순히 기술적인 측면에서의 접근만으로는 한계가 있으며, 범죄학 분야에서의 연구 성과에 기초한 이론적 검토, 그리고 실제 데이터에 기초한 실증적 연구가 반드시 병행되어야 한다. 또한 현재 사용되고 있 는 거시적인 지역 통계에만 의존하는 방식으로는 한계가 있기 때문에 범죄와 관련된 세부적인 환경특성을 반영할 수 있는 미시적인 예측변인의 개발과 적용이 필요하다. 그리고 정확성 높은 시스템 구축을 위한 데이터 수집 방법 및 알고리즘의 고도화, 데이터 활용을 저해하는 법제도의 개선 등 많은 산적해 있는 과제들을 해결해야 할 것이다.

Crime prediction is one way to effectively use limited policing resources. Recently, it has been elaborated by changes in demand for policing and development of data processing technologies such as big data and artificial intelligence. The purpose of this study is to find improvement method after confirming the domestic and foreign cases of crime prediction, development status, and its principles and limitations. In developed countries, criminal predicting systems have been introduced in large cities with high incidence of crime, and they have been shown to have various effects depending on the conditions of the country and cities. In Korea, crime prediction technology is introduced and applied mainly to police. However, in order to predict the crime according to the domestic situation, it is necessary to improve the prediction of factors, data collection, algorithm composition, method of displaying results, and linkage with the field. In order to improve the prediction method of crime, it is limited only by technological approach, the theoretical review based on the research results in the field of criminology, and the empirical research based on actual data must be concurrently performed. Also, it is necessary to develop and apply a micro predictive variable that can reflect the environmental characteristics related to crime because there is a limitation only by the method which depends on the macro statistic currently being used. It is necessary to solve many problems such as improvement of data collection method and algorithm to build accurate system and improvement of legal system to prevent data utilization.
