불교계의 청소년 지원을 위한 정책적 제언

A Study on the Buddhist policies for supporting the Youth

본고의 문제의식은 크게 두 가지, 우리 청소년들의 삶의 만족도가 오래도록 매우 낮다는 사실과, 20대 청년들의 실업 및 work-poor에 대한 고민에서 출발하였다. 1) 주관적인 삶의 만족과 행복은 당사자의 마음가짐과도 깊은 상관이 있으므로, 청소년이 자기마음을 건강하게 관리하는 기술을 습득하도록, ‘명상수련 생활화’ 지원방안을 다음과 같이 제안 한다: 첫째, 청소년 지원업무를 전문적으로 추진할 (가칭)청소년정책위원회를 발족한다. 둘째, 종립학교 학생들부터 명상수련을 독립된 정규수업처럼 의무화한다. 셋째, 명상수련의 효과성을 충분히 검증해서 일반학교 학생들도 명상을 익힐 수 있도록 관계기관들을 설득한다. 넷째, 지역사회 주민을 위한 공공 서비스 기관들에도 청소년을 위한 명상프로그램을 개설하도록 불교계가 지원한다. 모든 경제주체들에게 경제성장에 기여할 수 있는 기회가 공평하게 주어지고, 이러한 경제성장으로 이루어진 결과물에 대해서는 전사회구성원에게 공평하게 분배되어야 한다. 그것은 정명(正命)과 같이 불교의 올바른 직업관에 통하고, 불교특유 승가공동체의 민주적 규율에도 통하는 것이다. 사회자본이란 구성원 상호간의 이익을 위하여 작동하는 협력· 연대·(network)· 규범· 신뢰· 응집력이다. 2) 불교계가 포용적 성장과 사회자본을 선도하는 ‘정명 운동’의 일환으로서 다음과 같이 청년 일자리정책을 제안 한다: 첫째, 불교계 종사자가 첫 일자리를 비정규직으로 시작하지 않도록 인사방침을 세운다. 둘째, 청년들의 일자리를 창출하기 위하여 불교계 기업인연대를 통해서 ‘한 기업-한 일자리 증설’(一社一職增設) 운동을 추진한다. 기존 종사자들의 근무시간을 근로기준법대로 지킨다. 셋째, 불교계도 종사자와의 노무관계에 관한 공식적 협상의 장을 마련한다. 넷째, 불자대중으로부터 청년 일자리사업에 필요한 기금을 마련한다. 꿈과 희망을 잃은 청년들을 지원하는 일이야말로, 우리 시대의 진정한 불사(佛事)라고 생각된다.

This is studied over two problems that korean youths used to feel low satisfaction of life for long and they used to be unemployed and still work-poor. 1) The youths need to learn the Mindfulness meditation on a daily bases, in order to keep control their minds properly and healthy under theses hopeless stressful circumstances. The subjective well-being and happiness are deeply related to the mental attitudes. To support that goal, here are suggested some policies: One, There needs to set up a kind of policy committee for the youth. It should have specialty and expertise for the youths. Two, It [the Committee or else ]makes a new policy that all of the students must learn meditation at the school established by the Buddhist Orders or any buddhist foundations. Three, It examines and collects the effects of meditation scientifically reasonably and persuades the authorities of the Education Bureau to give other students chances of learning at the other schools. Four, It expands and supports for the local youths to learn meditation at their local public service centers for free. Everyone has a right to get an equal opportunity to join in the economic growth, And also has a right to get some fair income from the economic fruits. This is like a principle of the Right Livelihood (正命), like a democratic rule of the Buddhist Sangha. Social Capital means trust· norm· network· collaboration· cohesiveness to make people s interest mutually. It seems to mean the Law of inter-relatedness(緣起法). 2) Buddhist community or the Committee as above needs to start a kind of social movement one companyone job more (一社一職增設) for the youths. It means that buddhist society leads the ideology of Inclusive Growth and the Social Capital. As a kind of movement of Right Livelihood, it suggests policies as follow: One, It should not give a job of temporary position to a newly appointed worker in any buddhist workplace. Two, It needs to set up the network of buddhist enterprisers to make new rooms for the youths. It should keep the office time of workers as the Labor Standard act. Three, it needs an official table for the labor negotiation over any conflicts between sangha members. Four, this is the most important issue for the buddhist community to be able to do all those leading activities. It is about fundraising. Buddhists[potential donators] have better think that supporting the hopeless youths is a great Buddhist Service, same as a holy ritual to support the Buddha.
