본 논문은 국제테러 환경이 급속하게 변화되고 있는 현실에서 국제테러 발생에 대한 현황을 이해하고 테러 유형에 대해 예측함과 더불어 어떻게 대테러 방향을 설정하는 것이 타당하고 적절한지를 제시하기 위한 것이다. 이를 위해 문제의제기, 포스트IS이후의 국제테러양상의 변화와 전망, 우리의 취약환경과 발전방향, 결론 순으로 고찰해보았다. 일반적으로 테러 또는 테러리즘은 주권국 또는 특정단체가 정치·사회·종교·민족주의적인 목표를 달성하기 위해 조직적·지속적으로 폭력을 사용하거나 폭력의 사용을 협박함으로써 특정 개인, 단체, 공동체사회, 그리고 정부의 인식변화와 정책의 변화를 유도하는 상징적·심리적 폭력행위를 총칭하는 말이다. 그러나 테러의 목적과 양상은 갈수록 다양해지고 있다. 한마디로 전통적인 안보분석의 틀로는 설명할 수 없는 새로운 형태의 테러와 같은 새로운 정치적 현상들이 나타나고 있다. 따라서 이러한 변화 속에서 국제테러리즘은 이제 안보영역에 있어서 하나의 중요한 새로운 축으로 등장하고 있으며, 21세기를 이해하는 중요한 키워드(keyword)로 보고 있다. 따라서 본 논문에서는 이러한 국내외 환경변화에 따라 미래 국제테러동향과 이에 맞춘 대테러 발전 방향을 제시하였다.

his paper aims to analyze the possible future international terrorism trends and our countermeasures. To this end, we looked at the issue of the issue, the changes and prospects of international terrorism after the post - IS, our weak environment, development direction, and conclusion. In short, new political phenomena such as new forms of terrorism, which can not be explained by the framework of traditional security analysis, are emerging. Therefore, in this paper, we have proposed the direction of future international terrorism and counter terrorism in accordance with the changes in the domestic and international environment. For this purpose, I have assumed some of the following priorities. First, conflicts among nations will increase rather than conflicts between nations. Second, the global trend of change and its impact on terrorism will be applied to Korea. Third, the international terrorist organizations will secure advanced weapons, the mutual solidarity among the terrorist organizations will be strengthened, and finally, North Korea will try a war of terrorism in South Korea as a hybrid war, It is a home.
