This study examines how the ballast water of ships regarded as one of the main causes disturbing the marine ecosystem has been treated from the international community founded on the International Maritime Organization (IMO) and proposes the business model related to the ballast water drawing on the actual case of Japan. This study begins by investigating the direct and indirect damage from the ballast water of ships through thorough literature review. Specifically, the economic and societal damage caused by the ballast water are respectively estimated in terms of monetary value and human life. Next, the ratification process and implementation of the Ballast Water Management Convention are investigated in this study. In particular, the key regulations, D-1 and D-2, of the Ballast Water Management Convention are explained in detail. Lastly, this study provides the business model utilizing water resources based on the case of Kitakyushu in Japan. This study mainly focuses on the business concerning ballast water management systems and this is eventually expected to realize the commercial value of desalination of ballast water.
