지역축제의 효율적인 재난예방대책에 관한 연구

A Study on Effective Disaster Prevention Measures for Local Festivals

사회가 발전함에 따라 축제는 필수적인 행사로 자리매김하고 있다. 매년 통폐합되고 있는 축제의 수는 2014년도 이후 다시 증가하고 있으며 이에 따라 화재ㆍ재난과 같은 사건ㆍ사고가 끊임없이 이어지고 있다. 본 연구에서는 지역축제의 효율적인 재난예방대책을 파악하기 위해 국가 재난관리체계와 축제관련법령을 분석하여 현행법과 체계의 문제점을 파악하고자 한다. 그리고 국내ㆍ외 사고사례를 조사하여 안전한 지역축제를 위한 매뉴얼개발 및 개선방안을 제시하고자 한다.

As society develops, festivals are becoming essential events. The number of festivals, which are being merged every year, has increased again since 2014, leading to endless accidents and events such as fires and disasters. In this study, the current law and problems of the system are identified by analyzing the national disaster management system and festival related statutes to identify effective disaster prevention measures at local festivals. This study also discusses domestic and overseas accident cases, and presents a manual development and improvement plan for a safe local festival.
