지방자치단체 협력을 위한 조직과 운영방식에 관한 연구 * - 미국의 사례연구를 중심으로 -

Organization and Management in Cooperating Local Government - Focus on the Case Study of the United States -

미국의 경우, 소규모 커뮤니티(town, county)를 국가형성의 기초로 삼고 있으므로 연방국가로 발전하면서 연방정부-주정부-지방자치단체는 끊임없이 견제와 균형을 추구하여 왔다. 특히 지방정부(주정부, 지방자치단체간 등)의 협력 조직은 1930년대 연방 정부에 대한 대응의 형태로 발전하기 시작하여 다양한 단계(주지사, 주의회, 주정부, 카운티, 도시, 시장, 카운티 등)의 업무관련자들에 대한 지원조직 으로 발전하고 있다. 주정부 또는 지방자치단체의 협력을 지원하기 위한 조직으로는 전국주지사연합(National Governors Association), 전국주의회연합(National Conference of State Legislature), 주정부위원회(Council of State Governments), 전국 카운티 연합 (National Association of Counties), 전국도시연합(National League of Cities), 전국시 장연합(U.S. Conference of Mayors), 시/카운티 운영자연합(International City/County Management Association) 등이 있으며 각 단체들은 (지방정부간) 공통규범의 개발, 입법동향분석, 갈등관리방향을 제공하고 있다. 주정부 또는 지방자치단체간 협력은 연방정부에 비해 상대적으로 약하게 평가 되던 행정의 전문성과 효율성을 높이고 지방정부의 현실에 따라 탄력적으로 조직을 운영할 수 있다는 점에서 중요한 의미를 갖는다. 특히 기술혁명이 이루어지면서 연방정부와 주정부, 주정부와 주정부, 주정부와 지방자치단체, 지방자치단체간 보이지 않는 경쟁과 협력의 계기가 되어 새로운 행정서비스 발전모델 구상으로 논의가 확대되고 있다. 우리나라에서도 다양한 수단(사무위탁, 행정협의회, 지방자치 단체조합, 행정협의회 등)으로 협력이 이루어지고 있으므로, 현재의 협력관계를 보완하되, 추후 더욱 안정적인 지방행정체계 강화방안에 대한 논의가 필요할 것으로 생각된다.

In the United States, small community such as town or county was the basic structure in developing the federal government system. Therefore, various check and balance system among federal-state-local governments were significant in harmonizing the governance. For instance, various level system(governors, state legislatures, state government, county, city, mayor, county) have been organized and functioning among government structures. Significant organizations includes “National Governors Association”, “National Conference of State Legislature”, “Council of State Governments”, “National Association of Counties”, “National League of Cities”, “U.S. Conference of Mayors”, “International City/County Management Association”, and they provide various services such as developing common regulations, providing legislative trends, suggesting conflict managements etc. The cooperation is significant because it helps to improve professionalism and efficiency of the local governments, and it allows the government to run it more flexible. Especially, as the technological innovation becomes faster, new cooperative system among governments(federal-state, state-state, state-local, local-local) has been improved. As the cooperation becomes significant tool for the governments, efforts to make more stable cooperative system are needed.
