Evaluating Evaluation Program of Training Institutes

In this paper we examine the appropriateness of evaluation program of training institutes in various aspects. By combining data on training and trainees’ labor market performances we have a rich data set and from this data set we can infer information on the efficiency of each training institute. It turns out that institutes with higher evaluation have better records in terms of average employment rate and the duration of unemployment. There are many institutes that get better evaluation than the previous year, which suggest the evaluation program put some pressure on training institutes. But the evaluation program seems to put too much weight on process and inputs and process, which are hard to measure and does not directly related to trainees labor market performances. It would be better utilize unemployment insurance data to improve the efficiency of evaluation program.
