근로빈곤층 발생 요인에 관한 연구

A Study on Factors Contributing to Working Poor

본 연구는 근로빈곤층 발생 요인에 대하여 유럽연합의 예를 통해 한국에 주는 시사점을 연구하였다. 근로빈곤은 개인적인 차원의 근로와 가구 단위의 빈곤이라는 개념의 혼합개념이므로 정의하기 어렵지만, 일반적으로 근로의 개념은 취업자나 구직자를 나타내고, 빈곤은 상대적 빈곤개념을 사용한다. 본 연구에서는 근로빈곤층의 발생요인을 화폐적 특성, 가구 특성, 개인적 특성, 노동시장 특성으로 구분할 수 있다. 화폐적 특성은 저임금 직종으로 저임금 직종에서 일을 할수록 근로빈곤에 처할 가능성이 높다. 가구특성은 가구구조로써 독신이나 편부모 가정일수록 근로빈곤에 처할 가능성이 높다. 개인적 특성은 성별, 교육수준, 연령, 기술 수준으로 여성일수록, 교육수준이 낮을수록, 연령이 많을수록, 기술 수준이 낮을수록 근로빈곤층에 속할 가능성이 높은 것으로 나타났다. 노동시장 특성은 자영업자, 시간제 근무, 계약기간 등을 들 수 있는데 자영업자, 시간제 근무자 그리고 계약기간이 짧을수록 근로빈곤화할 가능성이 높았다. 근로빈곤층을 줄일 수 있는 방안으로는 첫째, 학력 이외에 기술을 습득할 수 있는 기회, 둘째, 여성의 근로확대를 위한 탁아시설 확보, 셋째, 영세 자영업자 지원정책, 넷째, 임금피크제를 통한 정년연장 등을 들 수 있다.

The purpose of this paper is to examine factors contributing to the working poor in EU countries and to obtain implications for Korea. It is difficult to define the working poor because of two different measures: while employment is an individual situation, poverty is based on household situation. The working poor is defined as persons who have devoted several months of the year to labor market efforts, being either employed or in search of a job during that period, but their families’ standard of living is below the poverty level. In this paper, we divide factors influencing working poverty into four major components: monetary factor(low pay), household characteristics (single adult, single parent), individual characteristics(gender, education, age, skill), and labor market structures(self-employed, part-time work, non-permanent employment). In order to reduce the size of the working poor, there should be more opportunities for the workers to improve their skills and more day-care facilities should be provided for female workers to participate in the labor market. Also, there should be more public assistance for small-scale self-employed workers and regular retirement age should be extended by introducing a peak salary workshare program.
