The Analysis and Development of Regional Support Programs for the Areas near Nuclear Power Plant

Regional support programs for the areas near nuclear power plant have been implemented for long time by complying with the purpose of the law, but the programs have not been made good performance. However, prior studies had some limitations to identify the problems, because of lack in logical design and empirical evidence. This study suggests new evaluation system based on Systematic Evaluation framework, which consists of important factors in financial projects such as needs, objectives, input, output, results, and outcomes. Acording to Systematic Evaluation, this research is to identify the problems by assessing those programs through field survey and to make new development plan. First, this study shows that prior programs had not positively influenced on citizens’ quality of life through focus group interview with experts. Second, in order to address the needs of the target population and tackle the socio-economic problems, the regional support program has to consider the following important factors, such as objectives, input, output, results, and outcomes. Third, this study finds the residents have wanted to receive regional support programs that are suitable to meet their needs for improving residents’ quality of life. This study can contribute to build the conceptual link from financial input of public program to its output and subsequently to the achievement of the program results and outcomes.
