Local small and medium cities have faced limitations in regional development due to lack of location and resource conditions compared to large cities with relative superiority of location . In order to overcome these limitations, the amenity development strategy that promotes the direction of regional development from location to place is presented. The amenity development strategy is based on the resources of history, culture, technology, manpower, environment, etc., which are possessed only by the region. It is a decentralized and endogenous method of increasing the attractiveness of the place and the software strategy to creat new added value. Through this study, this study analyzes the concept and type of amenity, builds an amenity index system based on previous researches, suggests regional development plan by using amenity. And this study analyzes amenity success cases based on development plan of amenity. Through this study, we found that amenity development strategy is a very effective method in the local small and medium cities.
