미집행 도시·군 계획시설의 활용방안에 대한 연구

This study reviews the status of urban/county planning facilities unexecuted and analyzes several application plan of urban/county planning facilities unexecuted in korea and abroad. This presents three approaches through the study on application plan of urban/county planning facilities unexecuted in the case site – the first approach on the application plan of special exception business for public interest(the application plan of pre-negotiation system for changes in urban planning), the second approach on the solution through Joint development of land owners(landowner + university cooperative project), and the third approach on the solution of local government policy projects(local government + landowner + university cooperative project). Through the analysis about three approaches, this study recommends the desirable application plan of urban/county planning facilities unexecuted about the education facilities at Gyeongju city. To come up with ways to harmonize the public interest and the private interest, these approaches will give the great contribution to the development of Gyeongju city.
