동 복지허브화 발전방향에 관한 연구

Recently, a variety of measures have been sought for the reform of the local autonomous administration system and the improvement of the welfare service delivery system in response to the change in the administrative environment. As a result, a variety of pilot projects have been carried out nationwide, including Dae Dongjeon, Dongbu Consolidation, Responsibility Cooperation, and Eup-Meon-dong Welfare Hub. However, rather than following a consistent goal or plan of action, the direction of implementation changed according to the regime, and the coordination between the Ministry of Public Administration and Security and the Ministry of Health and Welfare was not properly conducted. The Uijeongbu city has been pursuing a responsible delegation since January 4, 2016, but faces a situation in which it needs to find a new development model for the welfare hub by the government s policy change. Moreover, the concept and contents (organization, manpower structure, and distribution of work) of the welfare hub have not yet been clearly defined, so the welfare hubization of such welfare is inevitably experimental. In this context, this study sheds light on the meaning of the welfare hub and its driving logic, and based on this, we searched for factors and development directions to consider in the process of welfare hub , focusing on Uijeongbu city.
