미국의 대미얀마 정책과 미얀마 경제의 향방

U.S. Policy toward Myanmar and the Direction of Myanmar’s Economy

2016년 말 미국은 1990년대 이후로 군사정권의 반민주·반인도주의적 행태에 대한 조치로 미얀마에 가해 왔던 제재를 전격 해제하였다. 이와 관련하여 그동안 미국의 제재는 강압정권의 그릇된 행동을 교정 하는데 초점이 두어졌으나 결과적으로는 미얀마 국민경제에 타격을 줌으로써 국민들의 고통을 가중시켰다는 비판이 있어 왔다. 그런데 미국의 제재 해제로 미얀마는 그동안 자국 경제에 부정적으로 작용해 온 대외적 요인의 하나를 제거함으로써 새로운 성장 기회를 갖게 되었다. 이에 2016년 출범한 수치 정부는 제재 해제의 탄력을 살리는 방향으로 경제정책을 설정, 추진하고 있다. 그리고 변화된 환경 과 정책적 의지를 반영하여 국제금융기구들은 앞으로 수년간 미얀마의 성장률이 역내 최고 수준을 유지할 것으로 예측하고 있다. 하지만 미얀마 경제가 지속가능한 성장 궤도로 진입하기 위해서는 종족 갈등, 종교 폭력, 군부의 정치적 영향력 등과 같은 해결해야 할 많은 정치·사회적 과제들을 안고 있다. 따라서 이 글은 미얀마 경제의 진로에는 긍정적 요소와 부정적 요소가 혼재하고 있는바, 그 향방은 현 정부가 동원할 수 있는 정치·경제적 역량을 얼마나 극대화하고 도전요인들을 어떻게 극복해 나갈 수 있는가에 의해 결정될 것으로 결론짓고 있다.

At the end of 2016 the Unite States lifted the sanctions against Myanmar that had been in place since the 1990s in response to the anti-democratic and anti-humanitarian behavior of the military regime. In this regard, US sanctions had been criticized as having consequently aggravated the suffering of the people of Myanmar by hurting Myanmar’s national economy though such sanctions had been focused on correcting wrong behavior of oppressive regime. Therefore, with the lifting of US sanctions, Myanmar got to have a new growth opportunity by removing one of the external factors that have been negatively affecting its economy. The Suu Kyi’s government inaugurated in 2016 is thereupon setting up and pursuing economic policies toward taking advantage of the resilience of lifting sanctions. And, reflecting such a changed environment and policy will, international financial institutions predict that the growth rate of Myanmar will remain at the highest level in the region for a while. Myanmar, however, has many political and social challenges to solve such as tribal conflicts, religious violence and political influence of the military in order its economy may be able to keep track of sustainable development. So, this paper concludes that the direction of Myanmar’s economy will be determined by how much the current government can maximize its political and economic mobilization capacities and overcome the challenges because there are both positive and negative factors on its way.
