건축에너지 관점에서 본 풍납토성 축조의 사회정치적 함의

Sociopolitical Implications of the Construction of Pungnap-toseong in Architectural Energetics

본고의 목적은 전쟁으로 인한 급격한 사회변화라는 특수한 조건 속에서 백제 지도자들이 행사한 정치적 리더쉽과 그것의 사회정치적 함의가 무엇인지 살펴보는 데 있다. 구체적으로, 풍납토성이라는 거대한 기념비적 건축물이 장기간에 걸쳐 조성된 이유를 건축에너지 관점에서 고찰한다. 이를 위해, 먼저 풍납토성의 구체적인 건설 공정과 동원된 노동력의 수준을 살펴보고 당시의 인구 수준을 검토하였다. 한성백제 중앙의 지배층에게는 건설 활동에 수반되는 특정 조직 형태의 노동(즉 건축에너지)을 창출하고 유지하는 사회정치적 권력이 존재하였으며 동원된 노동력의 수준은 새로 편입된 지방사회(멀리 전라지역까지 아우르는)를 포함하는 수준이었음을 밝혀냈다. 그리고 풍납토성 건설 기간 동안 지방사회로 확산된 한성백제양식의 분포 양상을 살펴봄으로써, 백제 지도자들이 이중적 전략, 즉 차별화와 통합을 동시에 사용하였다는 사실을 파악하였다. 풍납토성 축조가 방어적 기능과 중앙의 권위를 강화시키는 역할을 함과 동시에, 단일한 정치적 틀 안에서 지방사회를 통합하고자 했던 통치자의 국가운영전략의 일환에 해당한다고 본 것이다. 결과적으로, 풍납토성과 같은 기념비적 건축물은 전쟁 후 인구와 영토가 늘어나면서 새로운 사회조직과 질서를 구축해야 할 과제에 직면한 백제 지배층이 선택한 통치 수단이자 중앙집권화를 이끌어 낸 사회정치적 토대로서 백제가 고대 국가로 발돋움하는 데 중요한 역할을 하였을 것이다.

Pungnap-toseong’s rampart construction could reflect a varied political strategy utilizing both differentiation and integration. Post-war administration of newly acquired and integrated territory likely required that rulers establish a new order of social relations or new rules to strengthen central authority over local areas, even if elements of local political decision-making and autonomy were left intact to varying degrees. Additionally, while masking any political attempts to deconstruct such local power and autonomy, it would be necessary to devise Sociopolitical mechanisms to build region wide commonality for the new social order. I propose that the construction of Pungnaptoseong, as part of a differentiation strategy for social reorganization, ultimately contributed to the legitimacy of new forms of social order and political authority. At the same time, such large-scale civil engineering efforts would have also served as a tool for integration. Pungnap-toseong may have played a vital role as an integrative focus for different social members forced into alliances through the threat of force and warfare. This case highlights the ways in which a large-scale monumental construction project and the organization of labor are intimately related to leadership strategies during times of state development.
