This thesis was written to infer the reason why The All-Japan Federation of Students Self-Governing Associations(全学連, zengakuren) and the progressive intellectual were passive to the discussion on colonial responsibility based on their recognition of “The movement against Korea-Japan treaty.” The zengakuren covered the issue concerning only about how to combine students who are subject to social movement to make their urgent goal come true and where to lead this social movement. Also, the pamphlet made by the progressive intellectual analyzed “Korea-Japan treaty” in the aspect of only Army alliance and economic advance toward Korea, so it lacked basic point of Japan’s responsibility of colonial rule over Korea. zengakuren and the progressive intellectual cared too much about the formation of Anticommunism in the period of unstable state in Eastern Asia caused by Vietnam War. Thus they missed the matter of colonial responsibility which was an essential task to normalize Korea-Japan diplomatic relationships. Also, they regarded “Movement against Korea-Japan treaty” as strategy for both revitalizing Japanese labor movement and creating public laborer. As a result, the movement returned as laborers’ economic fight, failing to perceive that outflow of Japanese capital was a new way to secure colonialism.
