대학재정지원정책 변화에 대한 역사적 신제도주의 분석

An Analysis of Historical Neoinstitutionalism on Changes of University Funding Policy

본 연구는 대학재정지원정책 실패 제도화를 야기하는 근본 원인에 대한 학계 논의가 미진하다고 판단하고, 역사적 신제도주의 관점을 적용하여 대학재정지원정책을 둘러싼 맥락을 구조ㆍ제도ㆍ행위 수준에서 분석하였다. 분석 결과, 대학재정지원정책을 둘러싼 다양한 구조적 맥락 가운데서도 정권교체는 대학재정지원정책 변화에 가장 큰 영향력을 미쳤다. 제도적 맥락에서는 정권교체에 의해 새롭게 선출된 대통령의 국정철학이 가장 큰 영향력을 미쳤으나, 대통령의 권력을 견제하는 정책결정구조가 작동하거나 교육 현안이 발생하였을 때 대통령이 의도한 바대로 대학재정지원정 책이 추진되지 못하는 경우도 있었다. 행위 수준에서는 교육부와 기재부가 기존 대학재정지원정책 경로를 유지하려는 경향이 강하였고, 국회 교육위원회나 감사원, 대학사회는 기존 대학재정지원정책 경로에 균열을 가하는 역할을 주로 수행하였다. 분석 결과를 바탕으로 본 연구는 크게 (1)고등교육 중장기 발전계획 수립, (2)국회 교육위원회와 학계 간 대학재정지원정책 관련 포럼 개최 활성화, (3)민주적 고등교육 거버넌스체제 구축, (4)고등교육재정 안정적 확보 장치 마련, (5)국가경쟁력 강화 논리로부터 일정거리 확보 차원에서 교육ㆍ연구 환경 조성, (6)학령인구 감소를 내세운 고등교육 재정 감축논리에 대한 대응책 마련을 제언하였다.

This study was intended to analyze the changes in the university funding policy according to the interaction between structural, institutional, and behavioral level surrounding the policy. Based on these results, the conclusions are as follows. First, even within the structural contexts surrounding the university funding policy, the regime change had the greatest impact on the change of university funding policy. Second, the ideology among the institutional contexts surrounding the university funding policy had the greatest influence on the change of the university funding policy, but was also limited by the policy decision structure and education system. Third, in the behavioral level the MOE and the MOSF were more inclined to maintain the existing university financial support policy path, while the National Assembly s Education Committee, the Board of Audit, and University Society played a major role in cracking the existing university funding policy path. Fourth, even in the context of structural, institutional and behavioral level surrounding the university funding policy, regime change was the most powerful factor that caused the change on university funding policy.
