전통적인 훈련개발시스템에 대한 고찰과 전략적 접근

A strategic approach to human resources development and literature review of the traditional HRD system

The purpose of this paper is to review a traditional human resource development system and to present strategic perspectives of developing human resources under the uncertain organizational environments. The traditional training and development system emphasizes needs assessments as a first required step in identifying organizational and individual needs for enhancing skills and knowledge. After analyzing training needs, designing training methods would be involved. Once training program is delivered, outcome-oriented training evaluation should be conducted, and the evaluation results are feedbacked in redesigning the next training and development programs. As the organizational environment is being uncertain and turbulent, in which technological changes occur so fast and competition is getting severe, there has been a growing need for revising the traditional training system that stresses skills and knowledge development. Morcover, since the human resource development process is likely to adopt a strategic approach, a new paradigm is needed for developing human resources. That is, as the environmental turbulence increases from low to high, the focus of organizational training evolves from skill and knowledge enhancement to imminent business need and to unknown business development. Practical and theoretical implications are also discussed.
