A Study on the policy improvement of the fraternal benefit system of auto coverage

As of the end of 2000, the number of registered autos in Korea is over 12 million and the number of auto accidents is also increasing. This trend of increasing number of autos and auto accidents is common to autos for personal use as well as autos for business. In general, autos for personal use are covered by commercial auto insurance while most of the autos for business are covered by the fraternal benefits association. According to the recent study of the Consumer Protection Board(CPB), consumer complaints and mediation for conflicts out of auto accidents involved with the fraternal benefit system are on the rise for the recent couple of years and this trend does not seem to be alleviated in the near future. Actually, according to the CPB study, the fraternal benefits system does have problems in its general service for the public and in compensation for the liability cases. Another problem of the fraternal benefit business is that it is not subject to strict level of supervision on regular basis by the Financial Supervisory Board(FSB) as applied to commercial auto insurance business. This study is to analyze the problems of fraternal benefit system in auto coverage in terms of compensation for auto accident victims and to propose alternative solutions and improvement plans to develop the fraternal benefit system which is an important part of the Korean auto insurance business.
