In Japan there are many local governments which try to find a way to the tourism development (or promotion) as a measures of getting out of the stagnation ofthe regional economy because of the factories move to China and because of the prolonged national depression. But, even the old famous tourist spots in Japan have been remarkably declined by the rivalry with the overseas tour and so on. In sectin Ⅱ, the economic repercussion effects on the national economy and the regional economy of the tourism in Japan is explained. In next sections Ⅲ and Ⅳ, the enjoyment of tourist amenity is the true nature of tourism, and a tourist development plan is examined by the utility maximization model that tourist amenity is specified. As income level rises, it takes higher evaluation from the tourist persons to give the preservation, maintenance, and improvement of tourist amenity corresponding to the conditions of the natural and cultural tourist resources of the area more than to increase tourist facilities. Specially, it is shown that evaluation for space amenity such as the landscape and the historical buildings is the highest. Therefore, it can be said that the tourist development plan to preserve, maintain, and improve this type of tourist amenity is desirable. This is an approach from the demand side, but the optimum tourist amenity isn’t always supplied from the supply side of it. In other words, the tourist development policy is necessary from the viewpoint of microeconomics as well as macroeconomics, because the market failure can arise from the economic characteristics of tourist amenity. In the last section Ⅴ, the notice points of the tourist development policy are put in order. I hope that this paper is useful to Korean tourism policy in the future.
