국내 학교 범죄예방을 위한 영상정보처리기기 설치 현황에 관한 연구

A Study on the Current Installation Status of Image Processing Equipments for the Prevention of School Crime in Korea

우리나라의 학교에서는 외부인의 학교 침입 예방 및 학교폭력을 예방하는 방안으로 영상정보처리기기인 CCTV(Closed Circuit Television)를 통한 방안을 선호하고 있으나 이러한 영상정보처리기기인 CCTV 설치는 개인정보 보호의 문제와 비용대비 효과에 의문이 있다. 현재 학교 내 영상정보처리기기와 관련한 가이드라인의 적용을 대부분 학생들의 교육을 담당하는 교사가 진행 하는 만큼 전문 지식이 충분치 않아 CCTV 설치 현황에 차이가 많다. 이에본 연구에서는 국내 학교의 대표적 영상정보처리기기인 CCTV 설치 현황을 분석하여 현황을 살펴보고 보다 구체적인 가이드라인 개발을 위한 기초자료로 활용하고자 한다. 분석 대상 학교를 지역, 학교급, 지역규모로 구분하여 학교 내 CCTV 설치 현황을 구체적으로 분석한 결과를 종합해 볼 때, 전국 학교들의 CCTV 설치 상태는 지역, 학교급, 지역규모에 따라 차이가 있을 뿐만 아니라 같은 지역 내, 학교급 내, 지역규모 내에서도 개별 학교의 차이가 매우 큼을 확인하였다.이는 참고할 만한 학교 CCTV 설치 기준이 없어 각 학교들이 명확한 기준 없이 무분별하게 CCTV를 설치한 사례가 많기 때문에 발생한 결과라고 생각된 다. 또한 국가 수준의 균형 지원뿐만 아니라 각 지역 내에서도 각 학교별 상황에 맞추어 적절하게 지원해야 할 필요가 있음을 보여주고 있다. 학교 CCTV 설치 현황에서 나타난 각 학교별 차이는 각 학교가 처해있는 물리적⋅사회적 요소들이 모두 복합적으로 반영된 결과이지만, 명확한 기준이 부재하기 때문이기도 하다. 또한 단순히 CCTV 설치 대수를 증가시키는 것만 으로 범죄예방을 위한 감시성 강화의 효과를 얻을 수 있는지에 대해 다시 고민해 보아야 할 것이다. CCTV는 그 특성상 관제가 제대로 이루어지지 않으면 사전 예방의 효과를 기대하기 어려워지므로 CCTV 설치 대수는 각 학교에서 수용가능한 수준의 관제 능력 범위를 고려하여야 하고, 이를 반영한 적정 규모의 학교 CCTV 설치 기준을 명확히 해야 할 것이다.

Even though Korean schools prefer the CCTV(Closed Circuit Television) as the measures for the prevention of school violence and visitors access to school, there are doubts about the protection of personal information and the cost-effectiveness regarding the installation of CCTV as the image processing equipment. Currently, the application of guidelines related to image processing equipments within school is mostly performed by teachers in charge of students education, so that there are lots of differences in the installation of CCTV because of insufficient expertise. Thus, this study aims to examine the current status by analyzing the current installation status of CCTV as a representative image processing equipment of Korean schools, and also to provide the basic data for the development of more concrete guidelines. In the results of concretely analyzing the current installation status of CCTV in schools by dividing the subject schools into region, school grade(elementary, middle, high schools), and size of region, the installation status of CCTV in schools of the whole nation was different in accordance with the region, school grade, and size of region. Moreover, there were huge differences in individual schools even in the same region, school grade, and size of region. It might be because there were lots of cases of thoughtlessly installing CCTV as there were no CCTV installation standards for reference. On top of the balanced support in the national level, it would be also necessary to properly support suitable for the condition of each school in each region.The differences of each school shown in the current installation status of school CCTV complexly reflect all the physical/social elements of each school while there are no clear standards. It would be also necessary to deeply think about the effects of the simple quantitative increase of CCTV on the reinforcement of surveillance for the crime prevention. If the control of CCTV is not fully performed, it is hard to expect the effects of advanced prevention. Thus, regarding the number of installed CCTV, it would be necessary to establish the clear installation standard of school CCTV within the range of each school s ability to control it.
