Although culture becomes a high value-added industry and interest in pure art is increasing, government, business, and private organizations are increasing support for the culture and arts industry, the traditional performances are mostly free. Therefore this study suggested measures to improve supports for traditional art organizations as well as effective strategies allowing private traditional art organizations to strengthen its self sustain and its competitiveness by analyzing the Cultural Policy of Germany. First, a policy approach to traditional performing arts is needed at the local level. There is a difference between Korea, which is the central government system, and Germany, which is a federation, in terms of national operating system. However, their cultural federation has developed the traditional culture and traditional arts of each region. Therefore, it is necessary to establish public policy that can preserve and support traditional culture in the provinces. Second, the development of cultural contents which enables audience to meet their desire for enjoying performances and allows the Korean ethnic identity to be established is necessary. In the 21st century, there is a global trend that not only does the culture industry significantly influence the success and the failure of economic policies in each country but also the culture industry is boosted as the strategic industry.
