The purpose of this study is to analyze the urban and rural Saemaul leader’s consciousness on Saemaul Undong and find the driving force behind their passion and efforts on Saemaul Undong. Urban and rural areas have distinct differences in many aspects. The research result shows that the urban and rural Saemaul leaders have different understandings on the recognition and correspondence of Saemaul Undong in the context of international society, sense of duty, fulfillment and reputation as a Saemaul leader, local government’s consciousness on Saemaul projects, and satisfaction and necessity of the Saemaul education. The variables which made impact on the satisfaction rate of Saemaul leaders also showed statistically significant differences. The implications based on the research are as follows: First, as the periodical, social and individual desire diversify, it is required to develop more practical Saemaul Undong programs matching with the characteristics of the region. Second, it is encouraged to provide necessary support to improve the satisfaction rate of the Saemaul leaders of both urban and rural on Saemaul education. Third, put Saemaul Undong related laws in place to strengthen the position of Saemaul leaders. Fourth, it is necessary for the local government to actively help and develop policies.
