This study was conducted to investigate how bureaucratic organizational culture(group culture, hierarchical culture) affect conflicts and cooperation between organization members in public organization. In order to do that, an analysis was made of questionnaire data collected from a survey on 265 members of public organization in Republic of Korea. Analysis result showed that group culture exerted a negative effect on conflicts in organization and a positive effect on cooperation in organization. It appeared that hierarchical culture exerts a positive effect on conflicts in organization, but statistically speaking, it did not have any influence over cooperation in organization. Based on the result of an analysis above, this papers suggests a development plan to reduce conflicts and enhance cooperation in public organization and argues about the limits that this research encountered.
