시민참여형 도시기본계획 수립 사례의 거버넌스 특성 분석

An Analysis on the Governance Features of the Citizen Participatory Urban Planning - Focused on the EPG Model -

The government and a few city planning experts have led the establishment and implementation process of urban planning in Korea even though the various types and ways of public participation in the city planning process have been institutionalized. However, some local autonomies have introduced and implemented more active and practical methods of citizen participatory urban planning. In this sense, the Suwon municipality operated ‘the Suwon citizen group for urban planning’ in the procedure of establishment of ‘the 2030 Suwon City Comprehensive Plan’ in 2012. In this light, this paper analyzes the governance features of ‘the Suwon citizen group for urban planning’ in setting up “the 2030 Suwon City Comprehensive Plan” in terms of EPG(Empowered Participatory Governance) model which is introduced by A. Fung & E. O. Wright(2003). The features of EPG include three central principles(practical orientation, bottom-up participation, deliberative solution generation) and three institutional design properties(devolution, centralized supervision & coordination, state-centered, not voluntaristic). This exploratory analysis finds that the fundamental principles and the roles of ‘the Suwon citizen group for urban planning’ which is composed of ordinary people largely go along with the principles and properties of Empowered Participatory Governance model.
