Along with the increasing citizens’ concern and the emerging issues on environment, provincial governments have to be faced with challenges to meet those new needs. Both the Central and local governments in Korea have been preparing to make good policies on environment in order to catch international step. Therefore, this paper conducts the research and aims to explore local citizens’ participation intention to provincial environmental capital policies. 300 questionnaires are surveyed to citizens in Kyung-gi province, and the collected date is analyzed statistically by SPSS and AMOS packages. The results of the covariance structure analysis show that citizens’ Policy Perception, Attitude toward the Behavior, and Perceived Behavioral Control do have statistically significant relationship with the policy participation intention. However, Subjective Norm does not significant.
