This study set out to examine the appropriate policy(and program) evaluation model of local government, especially for Jeju Special Self-Governing Province, and to propose an efficient policy evaluation system, which covers what to evaluate, who evaluate, how to evaluate and how to cooperate. From the review of the status quo of existing evaluation system of local government, it was found that the system is too centralized to deal with local concerns and to enhance local administration. The current evaluation system of local governments has failed to provide stakeholders with necessary information. It means that the evaluation results did not provide feedback to the improvement of local governments. Therefore, this study proposed the dual system of performance evaluation and impact evaluation, which is monitoring and evaluating the performance of major policies and programs and the net effect of selected ones. As appropriate methods to answer the purpose, this study recommended Logical Framework for performance evaluation, and experimental design approach for impact evaluation. Also, new evaluation system should be designed to support the evaluation activities. This study examined every aspect of policy evaluation system including evaluation object, evaluation agency, evaluation procedure, and evaluation governance.
