The Government has decided the site for naval base at Gang Jung village, the south side of Jeju island for which had been cited the survey done by Jeju local government at 2007. Since then the decision has brought about severe conflict between the people concerned and Jeju Provincial government. This paper examines the issue of public conflict and alternative attempts for the settlement. We propose the distinction between the process and principle regarding with the public interest judgment. A justification which is based on the reasoning is required if a government decision making wants supports from the people concerned. In case of Jeju naval base, however, the government does not put much efforts in the process of decision making due to the reason that the projct is state sponsored. What they try to do was to satisfy the minimum institutional requirement. It was the very beginning of public conflict. Concerning with the likelihood of conflict settlement, the government initiatives, both institutional and behavioral approaches, are proposed for the alternative attempts. The former is intervention of government committee called Conflict Mediation Committee comprising of both concerned officials and civilians. ADR and other more attentive mediation method are ones government can utilize. The other is behavioral approach called emotional payment . It requires the attitude change by the government such as sincere listening and the expression of regretfulness of what people have suffered by the government project. They will bring about the more understanding and participation of what the government attempts to do in the area.
