The purpose of this study is to prove settlement and effectiveness of total personnel expenditure system led by public authorities and to emphasize the importance of perceptions, attitudes, and behaviors of members of an organization for successful utilization of this new system. To fulfill this purpose, this study aims to prove such goal through empirical analysis on 220 organization members who belong to Gyeonggi Provincial Office of Education in accordance with implementation of total personnel expenditure system in 2013. Through finding out if distribution fairness and procedure fairness have positive effects on organizational commitment and if acceptance plays mediating roles in fairness and organizational commitment, the effect factors on the purpose of this study were analyzed. First, distribution fairness and procedure fairness turned out have positive effects on organizational commitments. Second, distribution fairness and procedure fairness turned out to have positive effects on acceptance. Third, acceptance turned out to have positive effects on organizational commitment. Fourth, for distribution fairness and procedure fairness, acceptance played mediating role so as to have statistically significant effects. Eventually, as members changes and are satisfied, an organization adapts to changes in environments and can create new values. Also, the changes and the adoption of a new system can be more successfully implemented. And based on this, greater outcome will be created.
