A Study on the State and Improvement for Government Invested and Contributed Companies in Local Government - the Case of Technopark -

This study analyzes Technopark, which is a kind of local government invested and contributed company. Above all, this study investigates current state and major issues of local Technopark in the area of human resource development, financial management, and organizational structure. Then, it attempts to find ways to improve Technopark in the above-mentioned areas. Although the number of local Technopark has increased in the past, the performance and accountability of local Technopark falls short of general public s expectation. The 18 local Technoparks have problems in that they are riddled with complex management system. Moreover, spoil system and deficit increase also causes additional agony to local Technopark. Furthermore, dual performance measurement system by different entities adds additional difficulty to local Technoparks. This study recommends that local Technoparks should have single chain-of-command system and improved governance structure. Furthermore, it should reveal its management information to the public. Not to mention, local Technoparks must maintain fiscal soundness as well as integrated management system.
