An Empirical Study on Restoration Methods of Local Community in Local Government - Focus on the Oil Spill Incident at Taean -

The objective of this study was to analyze demanding methods for restoration of local communities in local government. This paper used empirical study to analysis the data that gathered from 850 residents for SPSS statistical processing. The scope of study limited to Taean region connected to Hebei Sprit’ oil Spill Incident. The major findings of this study were as follows ; At the local government, it is required to carry out observation and treatment for psychological and physical health of the residents at effected area, who have not got over the shock caused by the incident. And also, it is urgent for the local government to intensify the education to raise the necessary capital for restoration of trust and order among the members of local communities, including setting up the strategies to restore the damaged ecosystem and local communities at the same time. In addition as for the counseling service system related to reparation and compensation for damages, countermeasures shall be prepared through sufficient prior consultation and review with NGOs in the region, so that they may be used immediately in case of a similar incident.
