This study aims to analyse the actual condition of legislative function as a political activity in Korea s provincial council. The subject of this study is members legislations in Jeju Special Self-Governing Provincial Council. To attain this purpose, this paper has made research on the quantitative change factors, the qualitative level, and the policy types of members legislations in the provincial council. The major findings of this study are as follows. Since Jeju Special Self-Governing Provincial Council was established, the number of members legislations suddenly has increased and their types of policies also have been varied widely. That is because the legislations are influenced by the social environment, the council members professionalism, the pay structure of the members, and the supporting system to the members, and so on. Unfortunately those members legislations have shown a lower degree of completion in the legal system. Moreover, some of them have not achieved the original goal of the enactment. This paper has presented some ways to develop the legislative function in the provincial council. They need, first of all, to increase people s participation, secondly to construct a legislative deliberation committee by a large number of members, thirdly to expand the supporting organization for local councilors, and finally to impose the evaluation system on members legislations.
