Local governments have been educating about information to citizen in order to reduce digital divide. In this study, as the result of IT policy for citizen, I analyzed empirically how to influence for citizen participation. First, if there are many more councils that related to information held, the attention of heads is increasing. In addition, as the level of interest of heads, it gives positive effect to information education performance and the level of participation of e-citizen. Second, information competency (percentage of information budget, percentage of information work force) and the size of local governments(number of local government officers) are direct impacts to the level of participation of e-citizen. This shows that as the level of interest of local governments, budget and staffs are supported. As a result, this means that the participation of e-citizen is increasing. Finally, close cooperation between policy actors and support will be needed in order to keep information education.
