Direction for Budget Allocation of the Local Research & Development Projects considering Politics and Technology

The local R&D budget allocation process is influenced not only by technology but also by politics. The reason is that the local governments make an effort to secure the budget in the political process since the local R&D projects can have a long term effect on the region s industry, culture and economy. With this background, the government has promoted the local R&D projects by allocating the local R&D budget separately. However, recently, there are cases where such budget allocation is executed based on the political aspects rather than the technological aspects. As mentioned above, the political process is a key factor in the local R&D budget allocation, but diffusion of knowledge cannot be expected unless the budget is allocated properly, considering the technological properties of R&D projects. Therefore, an R&D budget allocation system that takes both technological and political aspects into consideration is needed. To suggest such a framework, political local R&D projects were categorized into three groups to study their problems and the current state. Also, the budget allocation framework is proposed according to its type so that both technological and political aspects can be taken into consideration.
