Public recall was introduced recently to develop the local government and secure democracy and accountability of local administration by overcoming the limits of indirect democracy and increasing resident’s direct participation. However, confusion and argument caused from its hasty institutionalization process are generating a lot of controversy. This study analyzes and classifies the characteristics of local governors subject to public recall into two categories, personal and organizational, to find a more efficient administration plan. Through the analysis, some problems of public recall are understood and as their solutions, strengthening the public recall process, exclusion of partisan nominations in local elections, and securing stable financial independence are suggested.
