Relieving the Fiscal Crisis in Local Governments

The purpose of this study is to suggest policy directions and alternatives on establishment of soundness in response to the financial stress in local governments. Especially, local governments are faced with the increasing fiscal difficulties by the decreasing revenues due to the global economic depression and expanding expenditure of social welfare services such as pension, medical expense, care payment, etc. Then they will have difficulty in financial conditions in the near future. the study not only overviews the soundness of financial conditions, but also reviews factors leading to local financial hazard in chapter 2 and analyzes the reality of fiscal stress and fiscal indicators related to the fiscal balance, liabilities management and fiscal capacity etc. in chapter 3. Then, based on the analytical results of the current fiscal difficulties in local governments, the chapter 4 suggests some policy proposals : (1) short-term approaches ; setting the comprehensive debt management plan, reducing the current expenses, efficient use of capital resources, expanding the probable revenues, (2) long-term approaches ; strengthening the local economic basis, restructuring the fiscal relation between central and local governments, etc.
