This article has attempted to account for local government s participation in the legislative process. It is related to the distribution of legislative power between central and local government, the intergovernmental relations and local government structure as well as the system. Therefore central government should give certain powers to local governments, so that they can make decisions for their own areas. Should have the initiative in legislative local councils. In the concrete, a territorially-representative upper chamber in the National Assembly should be established as the fundamental solution in local government s participation in the legislative process. It should be done that Local government association, Self-Governing Province, Free Economic Zone, and special local government may propose a bill concerning local autonomy and any local government participate in a legislative procedure and submit an opinion on any matter local government considers necessary to deliberate on legislation to central government or the National Assembly.
