Since the 1990s, Korean government has shifted its unbalanced regional development strategy toward a decentralized and upward regional industry development policy. Korean government has emphasized regional and local units to enhance their self-motivated innovation capacity. And in the late 1990s, Korean government had begun to lead regions to select their strategic industries that might be intensively developed into a specialized sector. By in the 2002, 9 regions selected their regional strategic industries. This study focuses on Chungbuk Province that has successfully developed the industry infrastructure development projects, the industrial technology development projects, the strategic industry planning agency development, the technology support projects under the regional strategic industry development projects. Chungbuk Province has put their investments into bio-industry and information industry which would be the growth-engine for the region. This paper reviews on regional strategic industry development projects and evaluates their effectiveness in Chungbuk Province. And it also tries to find policy implications for Korean government from the perspectives of regional governments.
